Mapping ATT-relevant Cooperation and Assistance Activities in Arms Transfer Controls in Latin America and the Caribbean

Implementing agency: Stockholm International Peace Research Institute (SIPRI)

Project timeframe: 01/01/2016 – 28/02/2017

Target region: Latin America, the Caribbean regions (Argentina, Bolivia, Colombia, Costa Rica, Ecuador, Jamaica, Peru)

Goal: To improve SIPRI’s online database for mapping ATT-relevant cooperation and assistance activities and expand its coverage to include activities in Latin America and the Caribbean.

Activities:

  • SIPRI co-hosted a side-event at the first PrepComm for ATT CSP3, during which a live demonstration was given on its uses and on how users can benefit from the online database.

  • The database now contains information on over 120 activities involving states from Latin America and the Caribbean between 2012 and 2016 and this information has been made available in both English and Spanish. Further, the site now features a tool for users to submit information about activities for inclusion in the site.

  • A Background Paper on analysing trends revealed by the data collected on ATT-relevant cooperation and assistance activities in Latin America and the Caribbean has been published on the SIPRI website. The paper elaborated on the wide range of ATT-relevant activities that had been carried out with partner states in Latin America and the Caribbean in recent years. It also highlighted the potential gaps and proposed mechanisms through which stakeholders can better coordinate their efforts.

  • Overall, the project, events and Background paper received positive feedback from states and other stakeholders, particularly states in Latin America and the Caribbean appreciated the online database and information about the activities being available in Spanish.
