1952年,大会通过1952年1月第502 (VI)号决议在安全理事会下设立联合国裁军委员会,负有讨论裁军问题的一般性任务。不过,1959年之后,它只偶而举行会议。
1978年,第一届大会专门讨论裁军问题的特别会议设立了后继的裁军审议委员会,作为大会附属机关,由联合国所有会员国组成。它成为一个审议机构,负有对裁军领域的各种问题进行审议和作出建议以及跟进特别联大作出的相关决定和建议的职责。它每年向大会提出报告。
准则和建议
鉴于这项职责,裁军审议委员会每届会议只审议数量有限的议程项目。1989年,为了能进行深入审议,它决定将它的实质性议程限于最多四个项目。自1993年以来,它实际审理了两个或三个项目,而每个项目通常都连续审议三年。1998年,大会第52/492号决定规定,从2000年开始,每年裁军审议委员会的议程从全部裁军问题中选取两个实质性项目,其中包括一个关于核裁军的项目。
裁军审议委员会在春季举行三星期会议,包括举行全体会议和工作组会议,工作组数目取决于它议程上实质性项目的数目。五个区域国家集团轮流担任裁军审议委员会主席,而工作组主席也按此选取。
多年来,裁军审议委员会已对一些议题达成了共识原则、准则和建议(见下文),它们都得到大会的核可。不过,在过去十年,它一直未能就实质成果达成协议。
裁军审议委员会得到裁军事务厅的实质服务和大会事务和会议事务部的技术支助。
