Report of the Secretary General on Measures to Prevent Terrorists from Acquiring Weapons of Mass Destruction

The General Assembly’s resolution on “Measures to prevent terrorists from acquiring weapons of mass destruction” was introduced by India in 2002 during a period of heightened international concern about the nexus between terrorism and weapons of mass destruction, particularly given the transnational nature of terrorist networks and the catastrophic consequences that could result from their acquisition by non-State actors.

The resolution, which has been adopted annually by consensus since its introduction, calls upon Member States to support international efforts to prevent terrorists from acquiring weapons of mass destruction and their means of delivery, while also urging the strengthening of national measures in areas such as export controls, border security, and illicit trafficking prevention.

In mandated annual reports on the matter, the Secretary-General compiles information from Member states, UN entities and other international organizations about their efforts and emerging challenges in preventing terrorist acquisition of weapons of mass destruction.
