At the wake of the 11 September 2001 terrorist attacks on the United States, the Department for Disarmament Affairs sponsored a panel of high-level experts to discuss terrorism and its relationship to disarmament and to gain a greater understanding of the increased threat of international terrorism. This Occasional Paper presents in edited form the statements made at the panel discussion.
