Disarmament in Review

The United Nations Regional Centre for Peace and Disarmament in Asia and the Pacific (UNRCPD), in cooperation with the Organization for Security and Co-operation in Europe (OSCE) and the OSCE Project Co-ordinator in Uzbekistan, organized a meeting to review the progress made by Uzbekistan in implementing United Nations Security Council resolution 1540 (2004) and to update the country’s voluntary National Implementation Action Plan. The meeting took place from 22 to 24 May in Vienna, and UNRCPD and the OSCE co-organized this event in the framework of the joint UNODA-OSCE project on “Facilitating the Regional Implementation of United Nations Security Council resolution 1540 (2004)”.
The two-day meeting brought together representatives of several ministries and agencies of Uzbekistan responsible for various implementation aspects of resolution 1540 (2004) together with experts from the 1540 Committee Group of Experts, the OSCE and UNRCPD. The participants reviewed the progress made on implementation of relevant operative paragraphs of resolution 1540 (2004), including in the areas of policy formulation, legislative developments, and enforcement procedures undertaken by Uzbekistan in 2015-2017. The implementation rate of the current NIAP is about 70%, which is one of the highest in Central Asia. The participants also considered possible further measures and approaches to enhance national implementation, including through updating of the National Action Plan of Uzbekistan for 2017 – 2021.
United Nations Security Council Resolution 1540 (2004) calls on States to refrain from providing any form of support to non-State actors that attempt to develop, acquire, manufacture, possess, transport, transfer or use nuclear, chemical or biological weapons and their means of delivery.
