
On 28 April 2026, the United Nations Regional Centre for Peace and Disarmament in Africa (UNREC), in collaboration with the United Nations Office for Disarmament Affairs (UNODA), organized an online regional briefing for African Member States on national reporting under the United Nations Programme of Action on Small Arms and Light Weapons (PoA). This event was held in the framework of UNREC’s European Union-funded project supporting the implementation of the PoA and its International Tracing Instrument.
The briefing brought together national focal points from African States responsible for PoA implementation and reporting, providing a platform to exchange on challenges, good practices and practical aspects of the reporting process.
Enhancing transparency and participation in PoA reporting
The PoA serves as a global framework to prevent, combat and eradicate the illicit trade in small arms and light weapons (SALW). National reporting is a key component of its implementation, contributing to transparency, accountability and international cooperation.
However, participation in the reporting process remains uneven, particularly in Africa, where the number of submissions is still limited. Participants emphasized that strengthening reporting is essential to ensure that African priorities and challenges are adequately reflected in global discussions and to support more coordinated responses to SALW proliferation.
During the briefing, it was also recalled that the deadline for the submission of national reports has been extended to 15 May 2026, providing additional time for Member States to complete their reports.
Practical guidance and support to Member States
The session provided a comprehensive overview of the PoA reporting process, including key elements to be included in national reports and guidance on the use of the online reporting platform.
UNODA highlighted recent updates to the reporting template and emphasized available support mechanisms, including assistance requests and funding opportunities for project proposals. Over the past decade, more than 100 proposals have been supported, demonstrating the importance of reporting as a gateway to international assistance.
Participants engaged in an interactive discussion, raising questions on technical aspects of reporting and sharing national experiences. The exchange helped clarify procedures and identify common challenges faced by national focal points.
Looking ahead: towards stronger engagement at the global level
The briefing also served as a preparatory step ahead of the Ninth Biennial Meeting of States (BMS9) on the PoA, scheduled to take place from 1 to 5 June 2026 at United Nations Headquarters in New York. This meeting will provide an opportunity to review progress in the implementation of the PoA and to further strengthen international cooperation.
Strengthening regional engagement and cooperation
The event highlighted the importance of continued engagement by African Member States in the PoA reporting process. By improving the quality and timeliness of national reports, States can enhance visibility of their efforts, identify capacity gaps and mobilize targeted support.
UNREC reaffirmed its commitment, alongside UNODA, to supporting African States in strengthening arms control efforts and promoting effective, coordinated responses to the illicit proliferation of small arms and light weapons across the continent.
